What should I check before opening a wall?

The year the house was built, and then what that year makes likely. Pre-1950: assume lead water pipes, knob and tube wiring, and asbestos pipe wrap until tested. 1950 to 1965: peak asbestos. Floor tile, popcorn ceilings, joint compound, pipe insulation. 1965 to 1980: the most hazard-dense era in Ottawa housing. Aluminum branch wiring, UFFI, peak asbestos, lead paint, lead solder — all of them at once. 1980 to 1990: asbestos declining but still in floor tile mastic and early joint compound. Lead solder until 1990. 1990 to 2000: asbestos and lead paint effectively gone from new construction. Polybutylene pipe is the live issue. 2000 on: no designated hazardous materials in new construction. The risk is what an earlier renovation left behind. An era is a reason to test, not a finding. A 1972 house may have none of it; a 1995 house may have a 1974 bathroom in it.

How do I get asbestos tested?

Call a specialist. Do not take the sample yourself. Taking a sample is itself a disturbance — you are cutting, scraping or breaking the exact material you are worried about, usually without containment, usually in a room you are standing in. The people who do this for a living arrive with the controls already in place, take it in minutes, and their result is a document you can hand to a contractor. What to ask for: a designated substance survey, or sampling of the specific materials your work will disturb, by an asbestos consultant or an abatement contractor. They will tell you what to sample, which is often more than you expected — floor tile and its mastic are two separate tests, and the joint compound behind a ceiling texture is a third. Ontario defines asbestos-containing material as 0.5% or more asbestos by dry weight. That threshold is what the lab result is measured against, and it is what decides whether the work becomes a Type 1, 2 or 3 operation.

What are Type 1, Type 2 and Type 3 asbestos operations?

Ontario sorts asbestos work into three levels by how much dust it makes, and the level sets the required controls. Type 1 is the lowest: intact, non-friable material handled without power tools — removing a few floor tiles whole, for example. Basic controls, wetting, a respirator. Type 2 is the middle: larger areas of non-friable material, removing a false ceiling to access above it, glove-bag work on pipe insulation. Enclosure, negative air in some cases, notice to the Ministry for certain work. Type 3 is the highest: friable material in quantity, spray-applied insulation, anything with power tools. Full enclosure, negative air, decontamination, trained workers, and advance notice to the Ministry of Labour. This matters to a homeowner for one reason: the moment you hire anyone, the job is a project under the Act and these rules apply to it. They are not optional and they are not scaled to how small the room is.

Do I have to tell my contractor about asbestos?

Yes, and it is a legal duty, not a courtesy. Before you request a tender or arrange work, the owner must determine whether designated substances are present and give that information to every prospective contractor. If you do not, you can be liable for the consequences. In practice that means a designated substance survey, or at minimum lab results for the materials the work will disturb, handed over with the scope. It also protects you. A contractor who opens a wall and finds vermiculite stops work, and the change order is yours. Finding out first is cheaper than finding out on day three.

There is grey-brown pebbly insulation in my attic. What is it?

Probably vermiculite, and in an Ottawa house built between 1960 and 1990 it should be treated as possibly containing amphibole asbestos until tested. It looks like small grey-brown or silver-gold pebbles, often with a slight shine, loose-poured between the joists. Leave it alone. Do not disturb it, do not store anything in that attic, do not run new wiring or pot lights through it, and seal any obvious gaps between the attic and the living space from the room side. It is only a hazard when it becomes airborne. Undisturbed vermiculite in a sealed attic is not an emergency, and the correct response is a plan, not a panic. Removal is Type 3 work and is not a do-it-yourself job.

Can I scrape my popcorn ceiling?

Accepted Answer

Not until it is tested. Sprayed and stippled ceiling textures in Ottawa homes from roughly 1955 to 1980 commonly contain asbestos, and scraping a ceiling is the single most effective way to fill a house with fibres. If the test comes back positive you have two reasonable options: leave it and cover it — 1/4 inch drywall or a skim coat over top is common and legal — or have it removed as a Type 3 operation under full containment. If it comes back negative, scraping is a wet, slow, miserable job and nothing more. The same applies to the joint compound behind it. Pre-1980 drywall taping compound can be asbestos-containing even when the texture is not.

How do I deal with lead paint during a renovation?

Health Canada's position: homes built before 1960 probably contain lead-based paint, and homes built from 1960 to 1990 may still, especially on exterior surfaces and on window sashes and frames. Consumer paint sold after 1990 in Canada is effectively lead-free. Intact painted surfaces are not the problem. Sanding, scraping, burning and demolition are — they turn it into dust, and lead dust is the exposure route for children. Practical method: test before sanding, wet-sand rather than dry, never use a heat gun or open flame on old paint, seal the room and use plastic on the floor, HEPA vacuum rather than sweeping, and keep children and pregnant women out of the area for the whole job — not just while you are working.

Question 8

My house has aluminum wiring. Is that a problem?

Accepted Answer

It is a real issue and a manageable one. Ottawa houses wired between about 1965 and 1975 commonly have aluminum branch circuits on 15 and 20 amp runs. Aluminum expands and contracts more than copper, and connections loosen over time — the failure is at the terminations, in receptacle and switch boxes, not in the wire itself. It is not an automatic rewire. The accepted remedies are pigtailing with an approved connector at every device, or replacing devices with ones rated CO/ALR. Both are done by a licensed electrician, and an ESA inspection afterwards is what your insurer will ask for. Insurers do ask. If you are buying a house of that era, find out before closing rather than after.
